Grama Panchayat

The organizational structure of the Karthikappally Grama Panchayat (under the Kerala Panchayat Raj Act) generally comprises the following components:

1. Grama Panchayat Council    Members elected by the people from the various wards of the panchayat (Ward Members).    The supreme decision-making body of the panchayat.

2. President    The head of the panchayat administration.    Presides over council meetings and provides administrative leadership.

3. Vice President    Performs duties in the absence of the President.    Assists the President.

4. Standing Committees Typically, the following standing committees function within the Grama Panchayat:    Finance Standing Committee    Development Standing Committee    Welfare Standing Committee    Health and Education Standing Committee

5. Secretary    Chief executive officer of the Panchayat.    An official appointed by the government.    Manages administrative procedures and records.

6. Panchayat Office Staff    Assistant Secretary    Head Clerk    Accountant    Clerks    Office Attendant    Other technical/field staff

7. Implementation Wings For the implementation of the Panchayat's various schemes:    Agriculture Officer    Medical Officers    Veterinary Doctor    VEO (Village Extension Officer)    ICDS Supervisor    Headmistress    Assistant Engineer    Assistant Secretary    Dairy Farm Instructor    Fisheries Extension Officer

8. Grama Sabha    A people's assembly comprising all voters of the Panchayat.    Functions on a ward basis.    Provides suggestions and approvals for development projects.
